Liberia Scott # 159a, Issued in 1916. MINT, no gum AS ALWAYS (this surcharge set was on 1880 stamps and have no gum). See the note in Scott before # 1 regarding centering on this set. VF centering is with the perfs just clearing the design. STAMPS WITH ALL FOUR FRAMES ARE SCARE!!
